About Windows 98

Hello, Please Urgent Help!

I decided to format my hard drive because I had so much trash on it that I only saved a few files. So, I formatted my hard drive thru MS-DOS and I tried to install windows 98 SE again. However, When I was installing Win 98SE and the OS files were coping to my hard drive; a window pop-up saying the following:

"The Installation Program cannot copy the files from the Windows 98 CD-ROM. Clean and Reinsert the CD, then click OK. If this message appears again, read the section of CAB errors located in the file SETUP.TXT from the Win98 directory of the CD."

I read the setup.txt file but I cannot figure out what it's the issue. I know that CAB files are some of the system files but I don't you what it's their specific function.

What can I do? My CD is clean and scratch-free. How can I install the OS then?
