Need to create CD ROM or Flash Drive boot disc for WinXP

On July 12th, 2008 AllBootDisks Visitor (not verified) says:

I am currently using a computer that only has CD or Flash drive options, no floppy. My old computer says to "insert boot disc to continue" when starting up.The system did not come with any.I have downloaded the .exe boot disc files on my new computer, but when I run them there is only the floppy disc option for saving the files. I downloaded the WinImage app but I'm not sure how to use it or if it is even any help for my situation.
