On February 19th, 2009 sys-eng (not verified) says:

Making an ISO disc of Vista Ultimate 32-bit upgrade from Microsoft via download from the Microsoft Ultimate Steal download site for students will not create a bootable disc. The downloaded upgrade requires the previous OS to be installed and launched from within that OS. This is very different from the NT, 2000, and XP upgrades.

Microsoft gives no indication that this download had these issues on the purchase page. I am upgrading my XP Pro system (motherboard, CPU, RAM, and disk drive). I want to take this opportunity to upgrade to Vista on a new disk drive. This requires installing XP on the new drive the immediately installing the Vista upgrade. Hopefully, all the XP files will be deleted.

If Microsoft continues this practice, then one day we may have to install XP to upgrade to Vista to upgrade to Windows 7 to upgrade to Windows 8 when installing on a new hard drive. Maybe Microsoft is making this so painful so people will pay the much higher price for the full versions instead of the upgrades.
