Can't boot off CD image burnt onto CD, but an old CD image works

Hi,
I just downloaded a copy of the Win98SE boot disk and burned it to CD using Easy Media Creator 10. (I can't extract the files using WinISO). Did it, burn successful and verified ok. Tried to boot of it - doesn't work. Says it's not IS0 9660 or some other something or other I haven't heard of. Tried with another CD, same thing. However, I have a very old boot disk I created using Windows ME (when I had it) that copied the stuff off a floppy to create a bootdisk. I think Nero did it (I don't use it anymore since I haven't got a floppy drive and that version doesn't work with Vista). So, how can I get the the Win98SE (or any other image) onto CD in a way that will boot? Something isn't right here, but I know my computer can boot from CD as I've done it many times.

Please help!
