You are missing a few critical files there, and a bunch can be found in the System32 folder as well as the drive root (at least for XP). I had to manually find all the files and create a boot disk from a USB drive using that HP utility since yours were not complete.
You may want to test these out on your own system before posting them to the public, because I just wasted a few hours trying to make these work with no success.
